The question is this: why do so many AI pilots in the GCC struggle to move from experimentation to enterprise-wide value? The evidence suggests that the region’s real issue is not a simple pilot-failure rate. It is a broader execution gap between AI ambition and organizational readiness.
The real story
Recent research paints a more nuanced picture. In its 2025 survey on AI in GCC countries, McKinsey found that while adoption is rising, more than two-thirds of organizations had not yet moved beyond pilots, and only a small minority qualified as genuine value realizers. Roland Berger’s 2026 Gulf report tells a similar story: AI strategy is now common, but enterprise-wide data foundations, operating models, and governance are not. PwC’s 2026 Middle East CEO findings also show that AI usage is strong in the region, especially in customer-facing and support functions, while access to relevant enterprise data remains a bottleneck.
That is the real pattern: high ambition, uneven readiness, limited scaling.
So no, the GCC does not need another dramatic number. It needs a better diagnosis.
Why AI pilots stall in the GCC
1. Many organizations have an AI strategy, but not an AI thesis
There is a difference between saying “AI matters to our future” and knowing where, how, and why it should create value inside your business. Many organizations can describe AI in visionary terms but cannot clearly identify which workflows, decision bottlenecks, customer pain points, or risk exposures should be transformed first. That turns pilots into symbolic acts of modernity rather than disciplined strategic bets.

What new governance rules are needed? What data assumptions were artificially cleaned up in the pilot environment?

3. Data readiness remains the swamp monster
Almost everyone wants AI. Far fewer want to do the unglamorous work of cleaning data, connecting systems, clarifying ownership, and defining access rules. Yet this is where many pilots quietly die.
In the GCC, the data problem is not just technical. It is organizational. Enterprise data often lives across fragmented systems, siloed functions, inconsistent standards, and governance constraints. That means a pilot may work beautifully in a controlled environment but collapse the moment it touches the messy reality of production workflows.
PwC’s regional findings point directly to this tension: confidence in AI is high, but access to all relevant documents and data is weak. Roland Berger’s Gulf analysis reinforces the same point, showing that only a minority of organizations have the enterprise-wide data foundation needed to scale.
4. Governance usually arrives late, dressed as compliance
Many companies treat AI governance as a brake. That is backwards. Good governance is not what slows scale. It is what makes scale trustworthy.
Once an AI pilot moves toward production, very ordinary but very important questions appear: Can the output be explained? Who signs off on risk? Can decisions be audited? What happens when the model is confidently wrong? In regulated industries and citizen-facing contexts, those are not side questions. They are the system.
That is why the governance gap in recent Gulf research matters so much. Deloitte’s 2026 GCC findings describe the same pattern plainly: adoption is moving, but governance, strategy, and implementation are lagging. In other words, many organizations are trying to scale AI before they have built the conditions that make scaling safe and durable.
5. The operating model is still fuzzy
Who actually owns AI in the enterprise? IT? Data? Innovation? A business unit? A steering committee? A committee about the committee?
This matters because pilots rarely fail from model quality alone. They fail because the handoff between experimentation and real business integration is blurry. The organization does not know who owns post-pilot decision-making, workflow redesign, risk management, adoption, or measurement. So the pilot remains trapped in limbo: too real to ignore, too unowned to scale.

Organizations still need internal judgment, structured experimentation, responsible governance, cross-functional learning, and leaders who understand the difference between use-case excitement and system readiness. Otherwise, they become dependent on external providers for momentum while their own institutional muscle remains underdeveloped.
7. Measurement is too weak to justify scale
Many pilots look impressive because they are measured badly. The dashboard is elegant. The demo is smooth. The chatbot answers. The model classifies. But what changed in business terms? Did cycle time fall? Did quality improve? Did compliance risk drop? Did revenue rise? Did human decision-making improve? Did adoption become habitual?
If the answer is vague, the pilot has not earned scale. It has earned applause.
That is why serious AI transformation requires disciplined metrics tied to value creation, not just technical performance or novelty. Otherwise, leaders cannot separate real progress from expensive enthusiasm.
The GCC’s deeper issue: pilot failure or organizational unreadiness?
This is where the conversation gets more interesting. The region’s problem is not a lack of AI energy. It is that AI often enters organizations faster than the organizations can absorb it. The result is what we might call pilot-rich, system-poor transformation.
That pattern fits a broader regional paradox. On one hand, the GCC has unusually strong top-down momentum around AI, from national agendas to enterprise strategy. On the other hand, many organizations still need deeper maturity in data, governance, operating model design, and cultural adaptation. The consequence is not total failure. It is something subtler and more common: stalled momentum, scattered use cases, and isolated wins that never compound into enterprise capability.
This is also why the article should not frame the problem as “AI doesn’t work.” AI clearly can work. The real question is whether the organization around it is ready to turn capability into value.
What leaders should do instead
The right response is not to stop piloting. It is to stop piloting carelessly.
1. Start with readiness, not with vendor enthusiasm
Before expanding an AI portfolio, leaders should establish a real baseline across strategy, culture, process, leadership, and execution maturity.
